Low Income Household Water Assistance Program

Low Income Household Water Assistance Program (LIHWAP) provides funds to assist low-income households with water and wastewater bills.

Water and Wastewater Benefits:

  • Up to $750 for water bill
  • Up to $750 for wastewater bill
  • Up to $1,500 for a combination water/wastewater bill

Eligibility Requirements:

  • At or below 175% Federal Poverty Guidelines
  • Water/Wastewater bill must be in the name of a household member OR the client is responsible for the bill (documentation of lease must be provided)
  • The water/wastewater bill must be either in disconnect status, have been terminated, or need to establish new/transferring service

A household applying for PIPP must report total gross household income for the past 30 days (12 months preferred) for all members, except wage or salary income earned by dependent minors under 18 years old. Both homeowners and renters are eligible for assistance.

If newly applying to PIPP, or re-verifying your PIPP and you do not have a disconnect notice, please apply by filling out the following application online and upload all needed documents.

If you have a disconnect notice, please call the appointment hotline at 419-516-0063. Once an appointment is made, this will delay the disconnect by 30 days.

For eligible customers, if your utilities are already shut off, please come into WOCAP with the necessary information to get your utilities turned back on

For eligible customers, if you are a new account that needs to pay the $175 within 10 days to avoid shut-off, please bring your necessary information into WOCAP fur us to process within the timeframe allotted.
