Winter Crisis Program
November 1 – March 31
The Home Energy Assistance Winter Crisis Program (HEAP Winter Crisis Program) helps income eligible Ohioans that are threatened with disconnection, have been disconnected or have less than a 25% supply of bulk fuel in their tank maintain their utility service. The program can also assist with fuel tank replacement, fuel tank testing and heating system repair.
Eligible Applicants:
- Household income at or below 175% of the federal poverty guidelines
- Facing disconnection
- Have been disconnected
- Have less than a 25% supply of bulk fuel in their tank

A household applying for HEAP must report total gross household income for the past 30 days (12 months preferred) for all members, except wage or salary income earned by dependent minors under 18 years old. Both homeowners and renters are eligible for assistance.
Required Documentation:
- Income for primary applicant and all household members 18 years of age or older
- Social Security Numbers for primary applicant and all household members
- Most recent utility bills
- Proof of citizenship for all household members
If you are SHUT-OFF or ESTABLISHING A NEW SERVICE, you must come in as a walk-in.
If you have a SHUT-OFF NOTICE or PIPP RE-VERIFICATION, you need to call the appointment line to schedule an appointment. This will stop a shut-off for 30 days.
You will be asked to submit required documents online at our website, or drop them off in our lobby drop box. No in-person appointment is needed.
